Kathmandu — The Supreme Court of Nepal has refused to issue an interim order on a writ petition filed by Hitendra Dev Shakya, the former Executive Director of the Nepal Electricity Authority (NEA), who challenged the government’s decision to remove him before his term ended.

On Tuesday, a single bench of Justice Nripadhwaj Niraula conducted the hearing and issued a show-cause order to the government, asking for clarification on Shakya’s removal. The court has also scheduled a discussion hearing for Kartik 21, summoning both parties for further deliberation.

Shakya was appointed on Chaitra 11, 2081, for a four-year term but was removed on Asoj 5, 2082, and transferred to the Water and Energy Commission Secretariat under the government led by Sushila Karki.
Claiming the decision was unfair and politically motivated, Shakya filed the writ petition seeking justice. This is not the first time he has faced dismissal—he was also removed from the post on Shrawan 25, 2078, by the then coalition government of the Nepali Congress and the CPN (Maoist Centre) after being appointed on Magh 26, 2077.
In his previous case, the Supreme Court postponed the hearing 32 times without delivering a verdict, and his term expired before a decision could be made. Shakya had initially been appointed during the KP Sharma Oli administration, following the end of Kulman Ghising’s tenure, reportedly upon the recommendation of then Energy Minister Dipak Khadka.
