Kathmandu — Speaker Devaraj Ghimire has declared that both the dissolution of the House of Representatives and the announcement of the election date, recommended by interim Prime Minister Sushila Karki, are unconstitutional.

In his response to a writ, Ghimire stated that the appointment of PM Karki violated constitutional provisions by bypassing the President, the guardian of the Constitution. As a result, both the dissolution and the election date are not enforceable.

According to Articles 76 and 132 of the Constitution, appointing someone who is not a member of the House as Prime Minister violates legal governance and constitutional norms. Ghimire emphasized that appointing a former Chief Justice or Supreme Court judge to any government post, including Prime Minister, is strictly prohibited, and thus Karki’s appointment is fully unconstitutional.
