Shiv Bahadur Thapa, the ward chair of Putalibazar Municipality-4, has been out of contact for 27 months after leaving for health treatment. On Bhadra 15, 2080 BS, he delegated his responsibilities to ward member Lilawati Paudel before leaving the country.

Thapa is reportedly residing in the United States. Acting chair Paudel stated that while waiting for his return, she remained occupied with ward duties, concerned that public services could be affected.
Municipality chief Tulsi Ram Regmi confirmed that the municipality was not informed about Thapa’s absence. From Bhadra 2080 to Asar 2081, the municipality paid NPR 276,190 for transport, newspapers, mobile recharge, meetings, and other services on his behalf.
Chief Administrative Officer Dharma Raj Dhungana said Thapa has been out of contact and that service allowances were stopped from Saun 2081. Thapa was elected from the Nepali Congress, but party leaders were not consulted regarding his absence, according to municipal chair Suraj Kumar Adhikari.
