Kathmandu – The government has announced a 21-point decision aimed at managing damages caused by recent protests and ensuring financial austerity in public administration.

A secretary-level meeting held on Tuesday decided to move the burnt vehicles, furniture, and equipment from Singha Durbar to the International Convention Centre in New Baneshwor for either auction or disposal. The decision also scrapped meeting allowances for all employees.

The 21-point decisions of the secretary-level meeting are as follows:

  1. Tribute to those who lost their lives in the protests and best wishes for the recovery of the injured.

  2. Commitment to holding elections on March 4 as mandated by the interim government.

  3. Assurance that services such as education, health, transport, food, medicine, and electricity will not be disrupted.

  4. Damaged government offices are to be temporarily relocated or operated on rented premises.

  5. Collection of details on damages caused by protests and preparation of an action plan.

  6. Post-Disaster Needs Assessment (PDNA) is to be carried forward by the National Planning Commission.

  7. Immediate initiation of reconstruction, repair, and procurement; procurement laws to be amended if necessary.

  8. Burnt assets of Singha Durbar are to be stored at the Convention Centre for auction or destruction.

  9. Abolition of meeting allowances; all events to be conducted in government halls.

  10. Cancellation of fragmented projects and reallocation of their budget.

  11. Priority to domestic products in all new procurements.

  12. Repeal or amend unnecessary procedures and directives as per public demand.

  13. Immediate recruitment to fill vacant posts.

  14. Ensuring food supply during festivals, control of black marketing, and transport management.

  15. Reduction of 10,300 workforce in ministries and agencies.

  16. Elimination, merger, or transfer of unnecessary government structures.

  17. Formation of a secretaries’ task force for service delivery and vehicle management.

  18. Cancellation of old entry passes for Singha Durbar; new passes to be issued as required.

  19. Recollection of burnt archives and asset records.

  20. Appreciation to civil servants who worked tirelessly, with a call to continue delivering services with high morale.

  21. Public appeal for the return of looted or stolen property.
