Kathmandu — Kathmandu Metropolitan City Mayor Balen Shah is reportedly preparing to form a new political party through his close secretariat members. After talks with Energy Minister Kulman Ghising about joining his proposed party “Ujyalo Nepal” failed, sources say Balen’s team has moved ahead to register a new party named “Desh Bikash Party” (Country Development Party).

According to members close to the mayor, several attempts were made by Ghising’s team to bring Balen’s allies on board by requesting documents like citizenship copies, but no one agreed to join. One secretariat member told RatoPati, “We were ready to cooperate, but Ghising made unilateral decisions regarding the party name and leadership, so our team withdrew.”
The new party is expected to be registered under the leadership of Sudip Dhakal, a key member of Balen’s secretariat. The proposed election symbol is a walking stick (“Lauro”), although it is currently held by the Hami Nepali Party.
Sources indicate that the situation is evolving rapidly, with decisions anticipated within days. Dhakal confirmed that while no formal decision has been made yet, discussions are ongoing about forming a Gen Z-centered alternative political force focusing on transparency and accountability.
Dhakal added, “If no existing political party addresses the demands of the Gen Z generation, someone has to step forward—and we are ready for that.”
While Balen is unlikely to contest in the upcoming parliamentary elections himself, he is said to be openly supporting this new party to carry forward the ideals of the Gen Z movement and establish a trustworthy political alternative.
