On Chaitra 11, the previous cabinet had appointed Shakya as NEA CEO, replacing Kulman Ghising. Five months later, Ghising, now Minister of Energy, facilitated Shakya’s transfer and Silwal’s appointment.
Silwal is considered a close associate of Ghising during his tenure as NEA CEO.
