A single bench of Justice Nripadhwaj Niraula has ordered the government and the probe commission to submit reasons for imposing the travel restriction.
Advocate Dr. Prem Raj Silwal had filed the writ petition, arguing that the restriction violated the law. The government had enforced the ban based on the recommendation of the inquiry commission formed to investigate the crackdown during the Gen-Z protests and subsequent arson incidents.
Former Home Secretary Gokarn Mani Duwadi was also included in the restriction, but it was later lifted for official duties.
