The bench, consisting of Justices Dalkumar Khadka and Deepak Khanal, rejected Pandey’s petition. With this, the interim order that had stopped the implementation of the administrative chief’s decision has also lapsed, allowing his suspension to continue.
The dispute began when Mayor Balen Shah prevented Chief Administrative Officer Saroj Guragain from entering his office, leading to a confrontation with the police and supporters.
After starting work, Guragain suspended Pandey, accusing him of violating official conduct rules. Pandey had filed a writ claiming the suspension was unlawful, and an interim order had temporarily reinstated him.
With the writ now dismissed, Pandey’s suspension will continue, marking a key administrative development in Kathmandu Metropolitan City.
