Initially recommended for the Ministry of Culture, Tourism, and Civil Aviation, Shrestha’s portfolio was later changed, though the reason for halting his oath remains undisclosed.

Earlier, the swearing-in of Khagendra Sunar, nominated as Minister for Labour, Employment, and Social Security, was also stopped after multiple allegations surfaced and his name appeared on the police fugitive list.

Prime Minister Karki had recommended four people, including Sunar, for ministerial positions. However, due to controversy, the swearing-in of two of them was stopped, and now only Dr. Sudha Sharma Gautam and Bablu Gupta have taken the oath.
