Kathmandu – Dharan Sub-Metropolitan City Mayor Harka Sampang has registered a new political party named the Labour Culture Party (Shram Sanskriti Party), which has a five-member central leadership structure.
Sampang submitted the registration application to the Election Commission on Asoj 7, 2082, before the Dashain festival. He has proposed the party’s election symbol as a “clump of soil” (mato ko dhisko).

According to a high-level source at the Election Commission, Sampang himself is the Chairperson of the party. Rajkumar Tamang Lama (Devraj) serves as Vice Chairperson, Aren Rai as General Secretary, Samita Rai as Treasurer, and Arun Gurung as Spokesperson. The proposed central committee includes 23 members.
Similarly, on Asoj 9, 2082, senior advocate Dr. Surendra Raj Bhandari applied to register the Nepal Nagarik Party (Nepal Citizens’ Party). Dr. Bhandari serves as Coordinator, with Sanjay Khatiwada and Dr. Prakash Paudel as Co-Coordinators. The proposed central committee lists 44 members, including former People’s Liberation Army combatant Lelin Bista.
The proposal states that Dr. Bhandari, as Coordinator, will have the authority to lead organizational efforts and enroll new members into the party.
