Excessive Force in Gen Z Movement: Security Council Including Oli Found Guilty; Army Chief Sigdel Also Accused

The National Human Rights Commission (NHRC) has concluded a massive investigation into the Gen Z movement, producing a report exceeding 600 pages (with nearly 10,000 pages of appendices). The study, led by Commissioner Dr. Lily Thapa, focuses on human rights violations and the state’s use of excessive force during the protests. The commission investigated the roles of top officials, including then-Prime Minister K.P. Sharma Oli and Home Minister Ramesh Thapa, recommending action against the Security Council for failing to prevent lethal violence.

According to commission sources, the investigation highlights a systemic failure where the state bypassed standard crowd-control protocols, opting instead for deadly weapons and “excessive force” right away. Post-mortem reports revealed that most victims killed by police gunfire on Bhadra 23 sustained shots above the waist. While government figures initially cited 77 deaths, the NHRC report confirms 76 fatalities and 2,429 injuries.

The scope of the probe was extensive, involving statements from 90 high-profile individuals—including Balen Shah and Rabi Lamichhane—and interviews with over 500 witnesses. Interestingly, while most officials cooperated, Chief of Army Staff Ashok Raj Sigdel reportedly did not appear for his scheduled statement. The report also scrutinized the movement’s organizers, noting that social media platforms like Discord were used to share maps of leaders’ residences and instructions on making explosives. Despite the gravity of these findings, this report, much like the one regarding the pro-monarchy protest in Tinkune, remains shielded from the public eye.
