Kathmandu— In the long-standing ‘Dedicated and Trunk Line’ dispute, the Patan High Court has delivered a setback to Energy Minister Kulman Ghising, granting interim relief to Reliance Spinning Mills.
The industry had filed a writ after the Nepal Electricity Authority (NEA) cut its electricity line and demanded immediate payment of disputed dues. On Thursday, a bench led by Justices Somakant Mainali and Krishnamurari Shivakoti issued an interim order preventing the line from being disconnected until the administrative review process concludes.

The court acknowledged that the company had deposited a portion of the disputed dues as collateral and that the electricity line had been restored accordingly. This order provides a critical legal precedent for industries involved in long-running disputes.
The dedicated line issue has persisted for seven years. Even though a judicial commission led by former Supreme Court Justice Girish Chandra Lal had previously submitted a report, the dispute remained unresolved during Ghising’s tenure as NEA executive director. The interim order now ensures protection for the industries while the legal process proceeds.
